Ubuntu 16.04 supplies GCC version 5.3, which is sufficient. Earlier versions supply a version less than the required 4.9. To obtain a more recent version, you will need to install a more recent version from the Toolchain test builds PPA; see the following:

Note that to make the commands gcc/gfortran give you the newly installed version, you will need to use update-alternatives.
