1. create a policy for replacing old pages--pages where there is a direct replacement should redirect straight to the new page, and for other pages we should have a consistent appearance and function for the replacement page.

Content Migration

1. convert the preprint lists into our wiki (and publish it as part of our new website).
2. move the thesis list currently at http://www.lns.cornell.edu/public/THESIS/ into our wiki, and convert it to just LEPP theses.
